UPDATE -Urbaser Balfour Beatty Appeal in respect of Javelin Park

Cllr David Drew will be attending to give evidence on behalf of Stonehouse Town Council and the Council remains concerned about the County Council’s lack of consideration to residents views.

The County Council does not appear to be able to quantify the need for the Incinerator but rather follows UBB’s business need for the facility.

Appeal Notification for Javalin Park - Incinerator Latest

An appeal has been made to the Secretary of State against the decision of Gloucestershire County Council to refuse to grant planning permission for the proposed development of an Energy from Waste (EfW) facility for the combustion of non-hazardous waste and the generation of energy, comprising the main EfW facility, a Bottom Ash processing facility and Education/Visitor Centre, together with Associated/Ancillary Infrastructure including Access Roads, Weighbridges, Fencing/Gates, Lighting, Emissions Stack, Surface Water Drainage Basins and Landscaping.

The appeal will be determined on the basis of an Inquiry.  The procedure to be followed is set out in the Town and Country Planning Appeals (Determination by Inspectors) (Inquiries Procedure) (England) Rules 2000 (as amended); although, as likely duration of the proposed Inquiry will exceed 6 days, the standard approach to timetabling referred to in the above Rules will be replaced by an agreed bespoke timetable.

As part of the appeal process, The Planning and Development Unit in Shire Hall will be forwarding all the representations previously made to us on the application to the Planning Inspectorate and the appellant.  These will be considered by the Inspector when determining the appeal.

Update on Funding Bid for the Bristol Road Station, Stonehouse

The Town Council through the hard work of Councillor Watt and the Town Clerk Gill Jennings have submitted a scheme prioritisation proforma in an attempt to provide funding for the re-opening of Bristol Road Station.

The Council feel it is important to protect the site from development in order to preserve a future railway stop to link Stonehouse, Stroud, Quedgeley and environs to employment centres such as Bristol, to provide an alternative route in the event of a motorway catastrophe and to ensure sustainability. 

The scheme has the support of MP Neil Carmichael, Stroud District Council, Stagecoach, First Great Western, Network Rail, Wycliffe College, and others.  The scheme would potentially link with another scheme proposed by Stroud District Council for Ocean Bridge.

The Environment Agency have issued Environment Permit to Urbaser

Received from the Environment Agency:

We have now completed our determination of Urbaser Environmental Limited's Environmental Permit application for an energy recovery facility at the Javelin Park site in Haresfield, Gloucestershire.

The applicant has chosen to continue with their application for an environmental permit following refusal of planning permission.  It is our statutory duty to follow the determination process to its conclusion and make our final decision on the application.  Having previously published our draft decision and reviewed all comments received from our public consultations we have now decided to issue a permit.

The planning and permit determination processes are distinct and separate, where the environmental permit can be granted without planning permission and vice versa.  The permit holder would still need to obtain planning permission for construction of the facility, before they are able to operate at Javelin Park.

We are distributing this information more widely to the public over the next few days.  We will also update our website with further information

Motion against building the incinerator heard by GCC Planning Dept

The Land at Javelin Park Gloucester County Council Planning Meeting held Thursday 21st March at Kingsholm rugby Club.

It was a day spent hearing facts about why an Incinerator would be too big, uneconomic, a blight on the landscape, cause traffic problems, reduce recycling, be bad for health, burn valuable resources. There had been 4219 objections and only 2 for the planning application. The Committee were asked to come with open minds to the meeting and that is what they did. Questions were asked and some information given.

The planning committee listened to the presentations from group reps such as GlosVAIN and Friends of the Earth, also from local Town, Parish and District councellors. David Drew spoke passionately for Stonehouse. A lively debate took place following questions from the committee members. Democracy took place in that room at the Rugby Club on Thursday and the result was a resounding no to an Incinerator.

One member had gone home and 18 voted for the motion to refuse planning permission. A motion against was put by Dennis Andrewartha and seconded by Sarah Lunnon. The solicitor spend over an hour working on the best wording for the proposal in order to make it watertight in case of a planning appeal.

As it was a recorded vote the clerk read out each committee members name in turn and one by one we were amazed to hear the word "FOR" the motion against building the incinerator. The build up of excitement was incredible and as it dawned on us that it was unanimous the room just erupted in pure exuberance. We were jumping for joy!
